Interestingly, more and more lenders are also purposely failing to pay the tax bill, knowing that if the property is auctioned, they can apply for any overage that is created.

This happens if a tax sale bidder pays more than what's owed. In almost all states where this can occur, the bank can come and claim the overage.

Definitely applies in Florida. But this would only happen after a tax lien sale occurred and over 2 additional years (minimum) went by, and the property was subsequently offered at a tax deed sale.

I think you are absolutely right. Banks have not been doing their job for a long time. I deal with homeowners who find it impossible to get approved for modification or short sales. The simple truth is banks prefer to foreclose on homeowners instead on working to keep them in the home. The bank will write-off the loss and gain possession to sell it in bulk to investors. It is a daily struggle for troubled homeowners.
